Juan Ramon Ortiz-Ortiz

Juan Ortiz was 26 years old and from San Juan, Puerto Rico.  He was a graduate student in civil engineering.  Juan had studied and graduated Magna Cum Laude at the Polytechnic University of San Juan in Puerto Rico before coming to Virginia Tech.  Juan was married to a fellow student and they were planning on having a child soon.
